Interregional commission "Risks prevention"

In 2011, the Alliance of European Cultural Cities wishes to develop a project of collaboration between the association and several universities on the issue of risks prevention.
In collaboration with the University of Rennes 2 (Master “Mediation of heritage in Europe”) and the Polytechnic school of Marseille (Mastere “Management of risks on the territories”), the AVEC network would like to develop a project of research implication the future professionals of the management of risks and the management of heritages in order to develop and promote their ideas.
The aim is to help the historic cities of Europe and the Mediterranean to find practical and operational answers to questions of mediation and territory planning for the protection of heritages.
The students of the different Masters will gather in work groups and propose study project to the interested cities. These projects will be developed during the school year and will include a work session in situ to finalise the study.

In 2010, the member cities of the commission “Prevention of risks in the historic cities” worked in the coordination with Jérémy Bousquet, trainee in the AVEC, as well as the IPGR (Institute of prevention and management of risks, the UATI (International union of the technical associations and organisms), the cluster: “management of risks and vulnerabilities of the territories” and the group AFNOR Paris, in order to write practical cards for the Prevention of risks in the historic cities.
These educational tools will be dedicated to the officials and technicians of the local councils and their partners to help them preventing the risks threatening the heritage of their territories.
Good practices and methodology presentations included in the cards were gathered by the work group and are part of the referent document CWA “Sustainable development in the historic and cultural cities – Qualicities®”.

In total, seven cards were written for the cities wishing to deal with the issue of risk prevention in their sustainable development policies.

A first series of cards dedicated to the risk prevention tools:
• a practical card concerning the mediation of risks in the historic cities,
• a practical card concerning the planning of the prevention of risks in the historic cities,
• a practical card concerning the local management of the prevention of risks in the historic cities,
• a practical card concerning the territory planning for a better prevention of risks in the historic cities,

And a second series of cards dedicated to the different types of heritages, the risks threatening them and the possible answers that can be brought:
• a practical card concerning the tangible cultural heritages
• a practical card concerning the intangible cultural heritages
• a practical card concerning the natural heritages

“Day after day we improve our techniques to know when and how a disaster will occur even if there are still some weak points such as the prediction of earthquakes. However, informing or knowing that the disaster is going to happen does not prevent it from happening. It enables the decision makes to take some disposals and save thus numerous lives.
What about the urban heritage? It is stuck, it cannot move of find a shelter and it is often very vulnerable. The urban heritage enhancement is threatened if we do not take into account those risks that we sometime name “major risks” and which threaten the sustainable development of our cities. Our will is that local authorities and people in charge of the management of our cities become aware of the risks to which they are exposed and commit with the local stakeholders in an approach aiming at reducing the vulnerability of the heritage and reinforcing their capacity to react in case of disaster (…)
